Understanding Hard Disk Partitions
Create a Primary Partition
Start with a bootdisk, at the DOS prompt type in:
fdisk [Enter] key

You'll probably be asked if you want large disk support enabled, due to the Windows 98 boot disk, you should answer [Y] key to that.

To create a primary DOS partition that occupies the entire hard disk:
- From the Fdisk main menu, choose Create Dos Partition or Logical Drive (Option 1) by pressing the [Enter] key.

Another menu appears.
- Chose Create Primary DOS Partition (option 1) by pressing [Enter] key.

Another prompt appears, displaying this message:
Do you wish to use the maximum available size for a Primary DOS Partition and make the partition active (Y/N)......?[Y]
- Type [Y] key
(if you type [N] key, Fdisk prompts you to create a smaller primary partition. ect....)

Fdisk creates a primary partition that takes up all the available space on the hard disk. If you have only one hard disk, MS-DOS displays the following message:

System will now restart.
Insert the DOS system diskette into drive A: Press any key when ready
- Insert an MS-DOS system disk, and then press any key.
N.B. The boot disk is already in......
Where it reads system disk(ette) it means
the boot disk.
Format a Partition
- Start with a bootdisk, at the DOS prompt type in: format c: /s [Enter] key
Screenshot
Another prompt appears, displaying this message:
WARNING, ALL DATA ON NON-REMOVABLE DISK
DRIVE C: WILL BE LOST!
Proceed with format (Y/N)?
- Type [Y] key

Now that you have created an active primary partition and formatted it you can now install Windows. My preference is to copy the Win98 directory from the CD to the hard drive. You can read more about it in the link below.
Copy Win98 to the hard drive.
